How to Make Payments to the MHRA: A Quick and Practical Guide
When interacting with the Medicines and Healthcare products Regulatory Agency (MHRA), timely and accurate payment is essential to keep your applications, licenses, or inspections on track. The UK government provides a dedicated page explaining how to make these payments securely and efficiently.
Who should use this service
The MHRA payment service covers most types of fees — including those for marketing authorisations, clinical trial assessments, GMP/GDP inspections, and pharmacovigilance activities. However, Device Registration and Certificates of Free Sale must be paid through the Devices Online Registration System (DORS) rather than the main MHRA payment portal.
Accepted Payment Methods:
1. Online (Credit or Debit Card)
The fastest and preferred method. Payments can be made 24/7 through the secure GOV.UK Pay platform. Always include your invoice or reference number to ensure the payment is allocated correctly.
2. Bank Transfer (BACS or International Wire)
You can also transfer funds directly to the MHRA’s bank account. The agency provides detailed bank information, including:
- Account name: Medicines and Healthcare products Regulatory Agency
- Bank: Lloyds Bank, London
- Sort code and account number (UK)
- IBAN and SWIFT codes (for international transfers)
The invoice number must be quoted in the payment reference.
3. Cheques
The MHRA no longer accepts cheques. All payments must be made electronically.
Late or Missing Payments
Failure to settle invoices by the due date can have serious consequences, such as:
- Delays or suspension of applications, inspections, or licenses
- Additional administrative fees
- Legal proceedings to recover outstanding amounts on behalf of the Crown
Invoicing and Disputes
If you believe a payment or charge is incorrect, the MHRA encourages you to contact the relevant finance or licensing team directly.
Each business area (e.g., clinical trials, pharmacovigilance, or product licensing) has a dedicated contact address for queries and dispute resolution.
Latest Updates
As of 2nd September 2025, the guidance was updated to clarify that payments for Device Registration and Certificates of Free Sale must go through the DORS platform. The update also reinforces the move towards fully digital payments, ensuring faster processing and improved traceability.
